If they do not, you will refund?

I went ahead an created a trial account on aWeber using the VCC and the account was created successfully without any issue. If you want a screenshot via pm let me know. Thanks

Yes, you can use the card to verify your paypal account and also link it to your paypal account to make online purchases.

The vcc was added to google adword and yahoo gemini without any issue, the card didn't work with bing because it was not accepted when we try to add it to bing account.
