So I've got some good rankings on a few keyword phrases, but the clicks just aren't coming. Using webmaster tools, I'm getting a CTR of like 0.02, in the top 5. I need some suggestions on how to get that up (and if you know what kind of CTR I should be getting, I'd love to hear an opinion on that too).

Optimize the title tag. Add [SOLVED] to titles about questions and add catchy phrases without a call to action ("click here").

Every search query is different. CTR will depend on the market, user intent also on what else is displayed on the results page, etc.
The generic advice is to play with your title and meta description to (1) exactly match the user intent and (2) stand out from the rest of the results.

The CTR will basis on user's intention. Try to focus on adding user interactive title and description ..
In most cases, yes. But don't over-generalize. Two examples...
Example #1:
Search query: gmail, facebook, etc.
CTR at any position lower than #1 will be pretty much non-existent.
Example #2:
Search query: any query that fills the results page with Google stuff like videos, images, maps, local results, featured snippets, shopping, etc.... generally anything that pushes the organic results down the page.
CTR at #5 will suffer dramatically compared to a page without all the Google crap.
