So the best thing to do would be to create several small sites and if one gets bigger take it down.

No, that is too much work and just dumb. Once you get big, just make sure it is not traced back to you via hosting or domain purchase or IP.

It is possible not to use my own name in creating an offshore hosting? And can cloudflare hide my ip? So authorities cant trace me.

Cloudflare does not hide your IP, but your hosting's IP. And yes, you do not have to use your own name when ordering hosting at an offshore hosting provider. You can also go with anonymous hosting, where they won't ask your personal details at all. Let me know if you need suggestions.
