I have opened a stealth PayPal account but I haven't gotten any money to buy vcc to verify it, but am about securing a gig that worth $30 , can I use this unverified PayPal account to receive the payment and also use this same unverified PayPal to pay for vcc to verify the account?

Sorry mate. You'll need to attach a VCC to make that purchase. You should use another payment processor to buy the VCC.

Yes you can, but it needs to be registered in a specific country, I can't remember which one but my friend told me about this few years back
