Ans - All channels are allowed to stream in HD , YT needs quality. Yea it happens that the video is HD but you cannot see it in HD what you can do is go to setting icon on video and select your HD so that it will show the way your video is supposed to be but sometimes you see that some people have videos that are of HD but shows HD even in 240P that is because their raw file itself is neat and the software they use is good. Either you must be using weird software that compresses real file to its settings. But if all that is not a problem then while uploading a video it shows that "Uploading options' on left hand side have a look at it you can use one of the method for best quality.
Thanks for your reply. I know that if you don't have an HD source you can't expect a good quality. I was asking because I always export my videos with Adobe Premiere at high bitrates (20-30Mbp) and following all YT recommendations but the quality it's not even comparable to that from some "premium" channels...
