1. I want to know which type of site i need to build tier1 tier2 and tier3? (for each one you know like blog,social,article,forum etc..)
2. What pr i need for each tier?
3. Do tier2 and tier 3 its only for index quicker?
4. What is you think is the best software for this tier project?

1. You can build all 3 tiers on the same sites, just with different accounts and content. Tumblr, wordpress etc
2. PR is no longer publicly updated, don't worry about it
3. Yes it helps index Tier 1 links better, after that they are used to power up the Tier 1 links and make them pass more link juice to your money site
