What is an Instagram Proxy/ Pinterest Proxy?

I couldn't find a clear answer about this.

Today I visit www.sslprivateproxy.com because I'm interested in buy some proxies, and I could see they offer several packages on of them are called "Instagram Proxy" and other is called "Pinterest Proxy". I was wondered why Instagram/Pinterest needs a special kind proxy?, maybe because they work mainly on mobile?Is that the reason?

I have planned to purchase some proxies to use them on Follow Liker, Do I need to purchase those Instagram/Pinterest proxies? Or is enough with the normal ones, I will use my computer all the time, no mobile devices are involved.

This has nothing to do with using the proxies on mobile or on your desktop computer.
Instagram and Pinterest is very tricky this days and you can get your accounts blocked/banned very fast or linked with other accounts if the private proxies where previously used on this websites.
By selling different packages of proxies for Pinterest and Instagram we can control the proxies usage and this is the only way we can provide virgin proxies for this 2 websites.
Usually this proxies are the proxies that comes from brand new virgin prefixes/subnets or that where previously used for ticketing websites.
