Yes, i have a lot of stealth accounts.
Also tried with new accounts. Sometimes they just say that this error is because account is new.
Ok. Wait a a few days don't do anything, try again, still no luck. Call again, and explain that you already called a few days ago, but it still doesn't let you to pay. They will see that you have really called and have waited all this time, and will lift this feature...

If your account is brand new you may need to send a few smaller transactions before you are attempting to send high dollar payments.
Anyway, i still suggest to call paypal and explained your case detailed... Most probably they will help you out.

It seems you do not, or you would be very unlikely to be continuing to have this challenge. It helps to be more forthright about one's illicit activities to get a better response. But, I doubt too many people are actually motivated to help you here since it is increasingly transparent why you can't make this purchase.
Here is a novel idea ... use an actual credit card to buy it, or your debit card associated with YOUR own checking account. Why is it you feel compelled to ONLY make this purchase with paypal? That's a rhetorical question OP - it's very clear you are attempting to defraud either an individual or paypal themselves, so I doubt you will be successful.
Your level of expertise implies you will never resolve this challenge OP. It's probably due to that whole fraud thing you're trying to accomplish?

Called Paypal hundreds of times across multiple payment accounts to facilitate resolutions to these kinds of challenges. Since every time I was actually using legitimate payment means, and my own informations ... I always could buy the thing ... even up to well over $6500 transactions. This has nothing to do with the age of the account OP. Why not just ask us directly how you can steal from paypal, your bank, or other private individuals or public institutions?

you must not comprehend English very well I have already said my legit account is suspended so in order for me to use a stealth I'd need to use a new up or proxy so them tracking my ip I could care a less about because it don't matter at this point.
so buying cheap products can take years before they trust me and I've already added a legit bank account to my PayPal lol sooo
Your not using a smartphone app are you OP i have in the past and all of them have failed! i didnt get a message like what your getting about cannot send payment error and i would not use smartphone apps for anything related to Ebay or Paypal

This is a common issue for me with paypal but ive learnt how to work around it. Paypal are no help so you have to try figure out a soloution yourself.
Sometimes it could actually be the person who your sending money too that has the problem which is usually always the case as they have some sort of restriction on there account. Usually will go away in a few days. (Most times they dont even know they have the restriction)
I resolve my problem by changing my ip address and this works 100% of the time for me when the problem arises. It may work for you but it may not. Problems arise for me when i buy of USA merchants and as im from NZ somehow changing my ip address resolves the problem.
WHere are you from? New Zealand? Your buying from the U.S? Im in the U.S, what proxy service do you use? How are you funding the purchases and how much are your purchases?

I think changing the ip address is pretty risk IMO. You build more trust with PP and eBay when you login and use the same ip to access your accounts.
Either way, it's def a chess match some times.
