Looking for CPM Ad Network

Hello,One of my friends has a 100k/week movie streaming website with visitors mostly from tier1 and Europe and he's trying to monetize it with popunders/interstitials. He's looking for an ad network where his CPM on Tier1 countries&Europe would be bigger than $2-$3. He's tried until now : popcash,popads,clickadu,adsterra,edomz.Are there any other ad networks on CPM with good rates&fill rates?

Hi bro why you dont try with revenuehits i heard that its better than Propelerads and others network .

You might wanna try Revenue hits. They gave me a decent CPM for US visitors.

When you say "bad traffic sources", you mean you used a 3rd party website to gain views?
Because that's what i'm looking for, will I get banned if I'll monetize my "low traffic source"ed blog with Propellerads?
