Some VPS have kind of cPanel like dashboard. But mostly, you remote connect, using Remote Desktop, to your VPS. It's similar to dedicated server but VPS is a shared server (or virtual server).
Think of it as a single PC with multiple OS installed via VirtualBox. Each OS acts as a VPS, installed on 1 hardware (with multiple OS).

Go with a SSD VPS. Where is the majority of your traffic coming from?

I have found a vps plan: 1 CPU Core, 1GB Ram, Disk 20GB, Bandwidth 250GB, 1 IP Address, cpanel included for $14.95 per month.
So whats you opinion about having a vbulletin forum on this package? Forum is very new, less than 1000 posts and less than 100 users registered.
