Yes, it works for foreign countries with foreign keywords. In this case I recommend to send an article of that language (500-550 words) while placing order to get the best result.

Customer can supply their own articles if he wants, normally I generate articles from 2/3 relevant articles and spin it to get unique one which is of course readable one. It is 100% effective for money site because I create some quality contextual links as 1st tier links, and some 2nd tier links to make a link pyramid which together boost the money site.
