If your site is all frontend stuff (HTML/CSS) then anyone who browses your site is pulling all the files from your server to your browser in order to view the site. All someone has to do to clone your site is save those files and upload them to their server. If your server runs some backend stuff using databases/scripts then there is no way they can get those unless they hacked into your server or if you didn't set the right permissions for them.
Check out HTTrack it's a really simple software to clone all the frontend stuff on a website in 2 minutes. It's hard to tell why they would have cloned your site without knowing what the site is. If you want me to take a look and give you more info just PM me.

I been checking and is a bit weird all the website has been copied by all static pages once website needs to get dynamic contact like filtered listing then it contacts to my clients website. Also I notice that this cloned website is not on WP since it has /index.html in all pages which WP dont show this.

Find a DMCA form and send it to the offending sites hosting provider and send one to Google and get the cloned site removed.
I send a Google's DMCA removal request as crazy4cs adviced me.
Simply send a DMCA using Google's DMCA removal request. They will recognize it and will remove his search results from Google.
Done this, how long it takes to see a response?
IMO you should first talk with your client and intimate him that his is copied by some folks then you people just talk with copyright company about this scenario.You will find the better solution.

besides filling out the forms for google link removal, you should also find out who they are hosting the site with and then have your clients lawyer draw up the legal papers and contact the hosting company, the lawyers will know what to say and since most hosting companies do not allow copyright infringment they'll kick those who did it, NOTE there are some hosting companies out there that dont give a flying f**k about these things, but that is for the lawyers to take action then.
After that you should be on the look out for the cloned site constantly, couse it's after all pretty easy to move it to another hosting
I am doing this, the hosting company seems to be taking down the site soon, they are analyzing issue but, should go on our favour for sure since, they even put my clients site email on contact form.
DMCA is a very solid way to pursue having the offenders content completely removed from Google if it is indexed. As to why someone might want to copy someone else's site - there are a million reasons, but the most likely one is to profit somehow. Personally I think it is unlikely your client has been compromised. More likely someone simply copied whatever could be copied from the site.
As others have said, if it's just html ... it's simply code, css, and some written content - very easy to RIP or otherwise steal. In many cases of wordpress installations it can be very easy to rip all relevant content and simply re-create a site very rapidly as well. Of course more advanced hackers and/or coders can do even more advanced site ripping. Your safety precautions of changing passwords are very solid protocols in this scenario regardless of if your client was actually hacked, or simply copied.
Yes I agree but the problem is that even Google Analytics code has been copied so when I go to my clients analytics they went from having 3k visits per day to have 51k visits so is very weird if they this guy is using this site for affiliates or they are send shit traffic to my clients site to google to desindex them.
Read up on reverse proxies. It might just be mirroring it. If it is, have your client block the IPs doing the requests and also report him as said above. They'll just find a new target since they'll see you're blocking and reporting them.
How I can read up on reverse proxies? You mean reverse lookup? I had block on firewall also the cloned website IP just in case. About mirroring it seems this happens because when it goes to dynamic pages it shows results from my clients site. Any idea what is the purporse of this?
