If you're looking for simple answers, you won't have any other than: work.Your $250 are worth absolutely nothing but a kickstart in building a project. You can maybe buy yourself 1 week or 2 against the competition. The rest will be up to you. And to achieve $100/day, you'll have to put A LOT of work.
Before you decide to invest that money in anything, I'd suggest doing at least several weeks of research to see what you're getting yourself into. I wasted a good deal of money on businesses I created quickly because I was excited only to later find that It's not really my thing.
Making money isn't as simple as buying/creating a niche blog. There's another hundred things people never bother to tell you about and you gotta figure them out on your own. If it was easy, everyone would be blogging.

Not with that attitude. There is no magic potion. If you have no drive (which, by asking this question you surely don't have the drive to turn $250 into $100 a day) you will squander it, plain and simple.

Well you can decide better because the money is yours. If you want to earn with these few bucks, its not quite easy and even success have no shortcut. You should research by yourself that where you can make an investment.

$250 ain't much. You could use this to make some quick short term cash and maybe double your money.
A residual income is another story and will need either a lot of work by yourself (which is time consuming and a huge learning curve) or have to splash out more cash to get someone else to do most of the work for you.

$250 can still go a long way if you do CPA. Getting domain, hosting and maybe landing page shouldn't cost more than $50. Join a reputable CPA network and chose nice offer to promote. If you are a techie, start small and spend $50 each on both Bing and FB adsto test the water, starter coupon codes would be an added advantage. Get one of the the best FB tools around and start driving traffic traffic from groups also. Now you have 3 traffic sources which could easily generate $100 daily if you really know what you are doing and don't give up easily.
