Facebook page likes STUCK! Anyone else experiencing this?

Hi guys! Good day. So I have a facebook page and the likes seem to be stuck at 275.

Even if I watch over someones shoulder as they click the like button, it just doesn't go over 275.

It currently says Likes: 275 + 11 this week

However, the 11 never got added.
This has been a problem for weeks now and I feel like at this point I should be at about 800 likes.

Anyone else experienced this problem or anything like it?

Have I been rate-limited/temp blocked/frozen?
(my intent isn't to make money from facebook, but to build up an organization page)

There's no odd content. Just a few images pertaining to the organization. All normal stuff. Has anyone else experienced this problem as well? I've searched on google and quite a few people have had the same problem haven't found a solution yet.
