I'm looking to rank a local shop and ecommerce website for some keywords. They're selling jewelery and they are in Portland, OR (in the US).

Keywords like "engagement rings portland or" or "engagement rings portland" and not that widely searched (up to 150 searches per month combined). Locals (people in Portland) only search for "engagement rings" - the question is, how do i rank the website for "engagement rings" in the Portland area only (and not the entire US - which obviously has higher competition).

What keywords / anchors should i use, what link types should i use, and what other suggestions do you have?

If you don't know what keywords to use you probably shouldn't be the one doing their SEO.

You might want to outsource it to the real professionals.

Man there is a lot of horrible responses in here. If you are looking for a keyword guide here is a basic guide for beginners using google's own keyword planner. http://www.blackhatworld.com/blackh...word-planner-tutorial-beginner-step-step.html

If you are looking for a local seo guides here is a thread with a couple links of guides you can check out. http://www.blackhatworld.com/blackh...-local-search-engine-optimization-guides.html

How are either of these helpful. Have neither of you guys needed help before? Didn't you start new at some point?
