I have been using this service for about a month and it is time to review.
I liked performance&prices. In my opinion, Support is also a very important part and Vincent was very helpful.
I think I have found a good and reliable vps hosting.

Host-stage support is almost non existent
I haven't gotten my support ticket answered within 48 hours
The live chat is not answering
The thread started hasn't been active on this forum since 5-7-2015
Experience with this host is terrible
Their services are not recommended

Yes, i can indeed work with your Windows VPS.
You would need to use a dynamic DNS client which would fetch the current VPN IP and make it resolve to a domain name, which would lead you to be able to access your VPS through this very domain.
A good dynamic DNS provider including a windows client is no-ip.org and it is free.

I believe i have identified your user account and the issue you were referring to, and it is indeed very concerning that you didn't get proper answer through the livechat in a timely manner. Especially, that the issue you faced could have been solved online.
We had some quite intense weeks when our livechat operators where trully overwhelmed and took time to address the livechats.
When you face such issues, make sure to open a support ticket and we would be here for you.
I sincerely apologize for the extra delay you went through, and i'll also let you know that we will be increasing the quantity of livechat operators.
The bandtwith is unmetered relying on a fair usage. It means that as long as there is no impact on others users you are free to use the bandwidth you need.
It is quite a reasonnable deal for both ends which is quite flexible and could indeed allow you to stream from our servers.
DMCA are forwarded to our users for them to remove the targetted content.
Please open a support ticket with your issue so we can address it properly, if you haven't already.

It means that our Windows VPS are designed to run SEO tools and that's not a small order.
SEO tools are quite ressources intensive so we micro manage our high end hardware by manually placing each Windows VPS.
It insures great performances, and guarantee of the ressources you ordered are actually available for you (dedicated RAM and CPU).
We have invested quite a lot into the servers' hardware as well -> Dual XEON, 10 GBPS network, Tiers 4 infrastructure (99.98% uptime certified), redundant PSU, redundant network, only SAS or SSD hard drives.
As stated above, the livechat were under a lot of work throughout the last couple of weeks, allocated livechat staff will increase within the next week as well to address the livechat demands. I duely apologize for the extra delay we put you through.
If you look throughout this entire thread, you will notice that support complains are quite rare if any, we gained our reputation because of actual fast and good support. We do have a lot of support channels independant to each others. (tickets livechat, skype @host-stage) and each channel doesn't rely on the other. Don't hesitate to add me on skype, so your issue can be addressed there as well.
However, a support ticket not answered in 48 hours, is highly unlikely as something that could ever happen, unless it was an issue external to us requiring for us to wait from another authority (ICANN, TLD specific authority (.co.uk is known to be slow), datacenter and so on)
Otherwise, there is just no way that your ticket goes through so much time.

However, it doesn't include any software upon delivery. You can install any software you please though.

We offer windows server 2008 which is from the same generation of Windows 7 and it works the same.
