OWN Incentive CPA network?

Hello,
We are looking forward to get into the CPA business. Our plan is to create a new CPA Network for people who would like to lock their content. We have a budget of $XX.XXX and would like to get the right "script" or software.
I have already heard of HasOffers, DirectTrack, Cake and LinkTrust. But those do not include content lockers etc.
How is it possible to get a CPA Software done with content lockers and more tools? Should we let developers build the software completely from scratch or is it advised to use e.g HasOffers and code the content locking network ourselves and use the API?


Examples: CPAGrip (Custom Coded), AWM (Custom Coded), CPALead (Custom Coded), PureBits (Custom Coded) and a new I found yesterday "CpaLeague" (Custom Coded) user interface is just awesome of cpaleague as same like adnooka.

Before you invest you should consider what makes your network unique. Because honestly, with a bunch of well established content locking networks around, why would anyone switch to yours?

If you're using a cookie cutter script the outlook is pretty bad.

You're going to need something custom, and do certain things better than your competition.
