FL doesn't limit how many photos it likes per person, it finds pics based on the search options you provided and doesn't discriminate how many pics you've already liked of that person.

You may want to expand you search options to cover a wider set of people, and possibly turn on "Scrape only top result" in the Scrape Photo settings as well (this will make it so it doesn't go through older photos).

After i scraped users i scrape their photos, First limit is "scrape photo limit" which i choose to have 7 on.
the other looks like this

Let me that a guess. You are liking photos from a list of photos scraped from a list of users? If so, you need to set the 'scrape photo limit' to 2 when you are scraping the user's photos. 2 means it will scrape 2 photos per user.
