This service is not a panel. So there are no fixed prices. It's management for your Facebook campaigns. So the cost of likes are unique for every page. You can decide the amount of likes you want daily depending on your budget.

So if I used you setup ($150) plus spent another ($150) on advertising then I could get approx 3000-4000 installs (judging from ur example)

For CPA offers, the ads are run on a Clicks To Website basis and you cannot track installs on FB for a CPA/PPI offer. The cost of install (clicks in case of CPA offers) is unique for every app/offer/url. You are always given a CPC/CPI estimation before you order.
