It takes awhile for leads to turn into paid members for any adult site.
In the long run REV share is better if you can manage to snag some high quality traffic.
If you are just starting out though PPL is the best way to go. If you aren't satisfied with the payouts try split-testing offers to determine what works best for you.
Otherwise you just have to switch networks.
