You CANNOT apply to Google Adsense using a site that has ever been used for Google Adsense before.

Yes, That's right. You can't apply for the same site again. If you want Google Adsense then create a new site and apply for it.

Just buy an Authority Site on Marketplace>Web Design The're lots of offers there. I've heard that adsense would approve a such site like that then make your own adsense account and apply for it.

You don't need to buy a website to get adsense approval, it is very simple to do. all you need is

~premium clean looking theme (plenty of shares in the download section)
~3-4 related and decent articles 500-600 words
~ the basic pages such as a privacy policy and contact us etc...

That's how I got mine approved in less than 48 hours

Since when there has been such rule? That's exactly how I got my first adsense account years ago. Unless there has been some change in adsense rules you have no idea what you are talking about.

I started IM years ago even before joining BHW I had a Adsense account

When I sign up for adsense I had little to no knowledge. I created myself to apply for adsense have only a few post written by me which is not good at all I still got approved

You need to read the TOS to see what they require and create privacy policy, contact us and disclaimer pages thats the thing they look for. Apply with a blogspot for some extra trust that wont hurt to try cause it FREE
