Scammed by Rylatek

So this guy 'Rylatek' posted a post in 'Hire a Freelancer' section that he was needing Graphic Designer for fake receipt/invoice (http://www.blackhatworld.com/blackhat-seo/hire-freelancer/719828-paypal-account-limited-need-docs.html) I make him a fake receipt and after that he start saying that his Paypal account was limited but he still sent the money and that, after a few days I contacted him and he never answer, he was online though..

IF one is permabanned does that mean their IP address is also banned? I am just wondering, what if they just make another ID? Thank you.
