I have a seller who didn't ship my item. I only have. Few days left to escalate to PayPal claim. It's a stealth PayPal account. Would it be ok if I escalate the PayPal dispute to a claim? Because I want my money back. The seller never shipped it out.

Yes it's OK.
When you open dispute they don't ask you for your personal detail.
If you say that the seller didn't ship the item they will require him to show tracking number, if he don't have one (like you say) you supposed to win the case.

You better escalate to a claim because if you dont the dispute will close and you wont receive any refund plus you wont be able to re-open it so i suggest you to escalate it and if the seller fails to provide tracking info that shows it has been shipped and delivered to you you will win the case and get the refund.

Open a dispute first ASAP and then you can escalate a claim if you do not receive a response from seller.

I sold to a scammer and he said he didn't receive it, i gave paypal the tracking number which proved it was sent to the correct area and i won, but now he made an appeal that
"xxx has appealed case #PP-001-687-152-235 and asked us to
decide the outcome because they said the item they received doesn't match
your original description."

It is strange that they let him appeal again cause that should clearly tell paypal that the buyer is full of crap cause now he admits that he has been lying about the previous dispute...

If you're the buyer you shouldn't have a hard time winning this dispute.. If there is no tracking number, or a tracking number if no information that's all you need to win the dispute.

If it was a physical item and no shipping was done,you'll almost certainly win the dispute

What should i tell paypal to win this appeal? he is basically saying that he lied about first dispute

Just go along with Paypal, and do you best to prove your point.

The buyer usually wins, so play their game and do not give in, always phone Paypal and get them to help you.
