What do you mean those gift cards won't work on ebay? I use them to verify a large portion of my accounts. I'm talking about Vanilla Visa gift cards. You have to go to their website to register your stealth zip code and then they can pass AVS check.
Using a different user account doesn't necessarily make you link-proof, but it does separates cookies and such. You could still link yourself in various other ways such as using the same info, IP, or photos across accounts etc but since you said you're using all new info they you're fine in that department.
What are you using for getting a new IP?
Fully verifying your Paypal can help, but I never add a VBA or bank until much later so that's not the sole factor in determining limits.
Last year when ebay started their "new" MC999 0/0 limits nonsense, it was around September or October if I recall, so it's normal for them to be more strict around this time. When I said around the holidays, that's what I meant. If you have only created 3 accounts with 0 limits within the last 3 months then you're lucky. No matter how good one's methods are, you could create 10 accounts in one day and around 3 of them would have 0 limits. Or you could also get extremely lucky and have an account with 5000/50,000 limits. Ebay's limit system is almost like playing the lottery at times, so don't let a few failures discourage you, especially if you've been making accounts for a while. They seem to be even more strict this year than normal ever since they were hacked.
If money is an issue then why not call them about the accounts? Worse that would happen is they get suspended, but they're useless with 0/0 limits anyway. Some reps will ask you basic questions about your selling plans and give you limits on the spot. Some will be puzzled as to why they can't find you in public records and either say there's nothing they can do, or request documents from you. But you can also save the account in this step if you come up with a believable story. You're young and don't have a mortgage, auto loans, or anything in your name, which is why they can't find you in the public database. You use public transportation so you don't have a license to scan for them. Or, you've only lived in apartments your entire life. Something to that effect. Be creative and you'll be surprised. You have nothing to lose with those accounts at this point anyway.
How long do you wait before turning your account into a seller account? Doing so too soon after creating the account and having no activity on it tends to increase your chances of getting 0 limits, but again it's not the sole factor.
