Content is definitely NOT more important than backlinks when it comes to search engine rankings. You can have the most amazingly written articles, but it won't rank if there are no links to your site. You can argue that good articles would get natural backlinks, but that wasn't the question. The question was what is most important for SEO aka your website actually ranking high, which are good backlinks.

I wouldn't rank social signals in the top 5, yet​. Maybe in the next year or so, but for now focus on content and authoritative backlinks.
