1. How much would the OBL be?
2. Do the links come from homepage and remain from there or do they slowly move on to pages and are no longer placed on the homepage?

OBL is less than 10, but often even lower than that. The links come from a mixture of inner pages and homepages. The links remain on the PR page as long as your subscription is active. Sending you some samples now.

That is not possible. However, despite the links coming from mostly English sites, they still work amazingly well on foreign sites with foreign keywords.

Just a quick update on my services thus far. For my first package it's appearing on ahrefs, although there's just under 10k monthly low comp searches. So far 5 links are appearing so clearly it's too soon to notice an improvement with respect to this.
However, I ordered the 200 mixed PR with the bonus link for a different site. Before hand, one of the keywords was on page 14, and as of today it's on page 5. For the other keyword it wasn't even in the top 20 pages, and yesterday it was on page 9, and today it is on page 7. Bearing in mind that these have much lower monthly searches but the comp is hard then it's a great service so far. These links aren't appearing in ahrefs but since this is the only work that's being done on the site it truly shows the quality of these links.
