I Send my url, got my tracking link within 24hours.
Here is raw stats:
-According tracking link OP sent me 192 hits
-According to google analytics - 57 hits, from which:
55 are from US, so county target is OK
Bounce rate 78%
Average time on site:14 sec
57 hist, 0 clicks...
So I think this service can be used only to boost your alexa and other metrics.

Google analytics has a difficult time reading our third party tracking cookies ? so a lot of traffic may not get counted by GA, although it will show in goo.gl. Different analytics services have different ways of counting the traffic ? clicky, hostgators own analytics and GA may all show different numbers, which is why we only use Goo.gl for tracking to keep things standard.

This isn?t really something that I can help answer. A very small portion of the traffic will actually come back to visit your website again. If you have a clear monetization strategy (and know your customer value) and you have a design that helps funnel readers towards a desirable action immediately upon landing you?re going to get better results. Some sites work better than others though and sometimes an order will convert for customers while a different order may not yield the same results. It sounds like you?re trying to build up some type of authority portal, versus a site with an immediate, monetizable goal ? that?s tough to turn an ROI on for any type of paid traffic. In that case you would need to hope that the content is compelling enough to get visitors to stay on your site (and perhaps return later). This is going to be a very small percentage. Or in combination with other strategies, you would purchase the traffic to assist in your SEO campaign (you don?t need GA for this). Generally speaking though, I always suggest anyone buying any type of paid traffic to only send that traffic to pages with very clear, simple actions goals.
