Yes, you can do that. I can't speak about safety necessarily, although I am conducting a test right now on a few of my own videos so that I can give some real world data. Although the traffic is real, Google does have a policy both against selling and buying traffic (They are ok with you purchasing advertisements, but not specifically traffic) so it is a grey area that still probably falls outside Googles strict guidelines.

Review:

Got 117 clicks from United States as described in my order. Delivery was fast. I will be ordering for more.
 
I'm one of the lucky one's to get 100 clicks review copy. Got some interactions with my page. Quality traffic was delivered, I would buy a package in near future. Definitely recommended. Thanks OP.
 
I got a review copy.

the Goo.gl Link shows 108 clicks and google analytics shows 28 visits. I didn't understand it.

But the traffic i got was of high quality, Bounce rate is 17%.

Thanks for the post! As mentioned in the OP a lot of the traffic may not show in GA or Clicky because they have trouble reading the third party tracking cookies we're using.

OP delivered as promised! From seeing the original traffic to checking the traffic a couple hours later, visitors were still trickling in.
Many of the users even went to more than 2 pages. Time on site shot up in analytics.
Very cool to see my numbers jump. two or three visitors from different countries, but 98% of them from the US. (My selected country)
