Instagram popular page glitch!

I have friends who always post their own pics and hit 1000 likes in 10 minutes but cant get pop since 2 months!!!

It's not manual, also another friend who has 400k followers and hit poppage with 600 likes in 10 minutes... To hit pop is not related with your followers! All my friends post landscape photos and I am observing what's going on... Some accounts seem like they have poppage ban.. Although they have enough likes, they cant hit poppage...
