I would try to buy few big accounts. You can find 100k followers acc for $100-$150. So you could buy like 500k-1M followers, and with that, you can test and test different methods of monetizing it until you find good method.

If I were you, I wouldn't spend $1000 on Twitter Marketing without having a plan first. You shouldn't spend money just because you have it.

I think you could do a lot more with that money on some other social network, or using it for SEO, etc. I find that Twitter converts way lower than many other social networks.
