how do I allow members to submit links in WP

I would like registered members to be able to submit links like on letmewatchthis. I would also like if they can remove their own links and to be able to flag links so when a certain link is flagged 5 times it automatically gets deleted. This is driving me totally crazy. I am still a beginner at wp.
any advice is much appreciated.

Edit: Also please do not tell me to switch to joomla or drupal I just want to find out if it can be done on wordpress and if it can how can it be done what plugin what code etc thanks

I heard joomla is much harder than wordpress. although wordpress don't seem to hard for now I just started. Is there no chance I can achieve such a thing on wordpress?
