I am trying to purchase dev with Paypal. Doesn't seem to work there. It only ask me to login to paypal. Once logged in, there is no invoice or anything like that. I also called (800) 247-9604 and left a message there.

Yes, that's something people have done. More common is to find a cheap VPS and install it there.

Upgrading from Pro to Dev is always the difference between the two versions. $196.

We don't have a monthly payment plan for purchasing the software. If you are interested in upgrading from Standard to Pro to Dev, you could start with the Standard edition and upgrade later, spreading out the payment amounts that way.
