LMAO... sorry... but no, I would not sign up for that site. If I found myself looking at the page, I would immediately hit the back button or shut the browser down... I would BOUNCE.
Nothing explains why I should sign up - I want to see details before I would even consider signing up. Your site offers one link and one link only - zero details and honestly, looks like it took you all of 10 minutes to put it together.

Put the sign up above the fold. Get a better graphics designer. That background needs to go. Like Oldsalt said, why should I sign up? It reeks of scammy. Can you go to fiverr and hire someone to design your page for you? Take the content off one of the similar referral pages and rewrite it, just make sure to leave it coherent.
