Stumped and need some enlightenment

I am just stumped right now and would love to hear from the experts here.

We run two sites. One of our sites seemed to have been penalized by the big G - since we do a lot of backlinking for that site.

On the other hand, we have another site - we have not done any backlinks - and major keywords are number 1, 2 or 3.

Both sites are updated with 100% unique articles. Which leaves us wondering why if we should do any backlinks at all?

What do you guys think?

your probably not penalized, google is just reindexing you, they have found new links to your site so it will dance a bit and get reindexed, no worries

There is a big difference between Google actually penalizing a site and what people refer as the Google Dance.

If your sites' rankings are bouncing around, then that is just Google trying to adjust your rankings.
