Here's a question. You've said the following facts are true:
1. After the initial sites are up (approx three months), the service continues as more links are built to the tier 1 sites.
2. We can cancel payments at any time
3. After we cancel payments, the links that were built stay on permanently.
So this begs the question, why would we continue to pay if our links stay and the service will continue?
I believe the answer is if you don't need any more link juice from their setup then you can but you lose your spot and the continued link building.
But if my links on the tier 1s are permanent and they continue link building to the tier 1s then I still get the benefits.

Kind of looks that way. It sounds similar to other services that post articles on their own private networks that they continue to build links to maintain and/or grow authority. Difference is these are newer sites so you're links will mature over time instead of coming from high PR blogs.
