A citation is just any site that lists your business name, address, and phone: directories, maps, review sites, whatever. Google cross-checks all of them against each other. If they agree, it trusts your listing and you show up in local results. If your old address is still floating around on five directories, Google hesitates, and that hesitation is usually the gap between you and the competitor above you.
Seen it plenty of times: a business with a mismatched phone number on a few big directories stuck on page 2, fix the listings, nothing else, and they climb. Not always, but often enough that it's the first thing worth checking.
The DIY version costs you an hour: search your business name + old address, your name + old phone number, and see what comes up. That catches most of it. Full disclosure: citation audits are literally what my team does for a living, so weigh my bias accordingly, but the free check above is the same first step we run, and for plenty of businesses it's all you need.

Around 80% of submissions go live. The rest sit in directory approval queues, need a verification step the directory runs itself, or get rejected outright. That is normal, and it belongs in the report.
What makes a report checkable is the split: which listings are live now, which are pending with logins, and which were already there before the order started. A directory that already carried the business needed correcting, not adding, and counting it as new inflates the total without adding a listing.
