Because search engines can read js these days so its visible, also competitors can and report you.. on the backend with PHP its invisible. Sure js can also work, but it is not as reliable as proper cloaking.

IP will still be important as even if there is new technology, for now the internet still relies on the IP system, so even AI will have an assigned IP address.
