You pretty much have to jump through hoops with their official compliance form and have a clean legal registration, so definitely don't waste your time looking for shortcuts.

Google only allows crypto ads in specific countries. If your target country is not approved, you cannot run crypto ads at all, even with certification

CFSP - allowed to run only in one GEO or EEA european states
Exchange and Wallet certificate are allowed to run WorldWide.

Tought there is some countries not allowed but it is some exception only , most of the biggest countries can run crypto ads
