If this was your project, what would you prioritize first?

3. Building more BoF/comparison pages?
4. Backlink push to 3–5 core URLs?

I would create more backlinks and content refresh since these two enable you to STAY at the same place in Google's eyes.

I would initially work on linking to the pages that are already in positions 15–25 to get them into the Top 10 faster. I would also enhance the titles and metas on those URLs that are close to page one to get ready for a greater CTR when the rankings go up. After a few important pages get a lot of traffic, I would help them out with targeted backlinks and comparison/BoF content to make the gains even bigger.

I believe all of these points are important. You can’t focus on just one and ignore the others.

Here’s how I would approach it:

First, I would identify the strongest pages - the ones already generating clicks and ranking relatively well. For those pages, I’d implement a strategy to increase backlinks. I would also consider strengthening internal linking by directing link equity from less important pages to these priority pages. And personally, I would build more than just 3–5 backlinks - that volume is usually too small to create meaningful impact in competitive niches.

For underperforming pages, I would start with improving CTR and optimizing the content. Once I see positive signals - better engagement, improved rankings, or growing impressions -I would then return to a backlink strategy to accelerate growth.

As for creating additional comparison/exchange pages, I wouldn’t add separate new pages. Instead, I’d integrate that content into existing relevant pages, strengthening them rather than diluting the structure with new URLs.

Since your keywords are already close, I'd improve those pages first. Update content, fix internal links, and make titles better for clicks. Try to push them into top 10 before adding new content. Then build a few good links to main pages.
