Hey guys,

total newbie here and a bit paranoid about my first fb account getting restricted when setting up payment.
  1. Does FB require 3D Secure?
  2. Should the ad account location match the card’s billing/issuing country?
  3. And does it matter if the CC name doesn’t match the fb profile name?
Thanks in advance! :)

You should consider renting an account from an agent; the risks will be lower, but you will have to pay them a fee.

The opinions you're interested in are fine; it's not necessary for all countries or names to match. To maintain your account, you just need to advertise transparently and make full payments.

The factors you mentioned are all worth noting; however, not all information, such as country or display name, needs to match perfectly in every case. The most important thing for maintaining a stable and long-term account is ensuring transparent advertising practices, compliance with platform policies, and timely and complete payments.

1 - not always
2 - absolutely
3 - depends on the account quality but you should use VCCs whose names can be anything.

To maintain a stable account, ensure your ads are transparent, you comply with regulations, and payments are made on time.

The advertising account does not necessarily have to be from the country where the invoice is issued, and the first and last names on the card and Facebook profile can differ without any problems.

Bro, your concerns are valid; the country and name don't need to match. To maintain the account, just ensure transparent advertising and full payment.

All this information, except for the numbers, may differ from the advertising account. I usually write my first and last name and location every time so that Facebook does not block my payment card.

You don't need to worry about that. If you're a new user, try using a postpaid account to test it out and avoid using a prepaid account because if the account is locked, you'll lose the money you've added.
