I think the increase in CPM is usually due to: Market competition - changes in auctions. Or each time a new campaign/adset is launched, the system has to retest, sometimes the initial CPM is high before gradually stabilizing.

If CTR and conversion rate stay healthy, CPM usually normalizes after learning.
