Google reduced the thershold ? like before they were giving $200 after paying $50 . now they are giving $100 . everyone facing same issue ? is there any solution ? or they fixed it for every country ?

Bad payment method, that's the reason. Usually it's successfully upgraded 10-50-100-200 etc

Previously, the threshold was always: $10-50-200-350-500...
now often, but not on all accounts, the threshold is $10-50-100-200-350-500...
I think that soon it will be like this on all accounts.

Sad to see this happen, but it is an obvious scam. Sorry. He should've been dealt with a very long time ago, but yes, people need to get scammed. You're not alone, this will be a massive Dispute Thread. He will get banned but in the end your money is lost. He will just repeat, purchase another aged Account and repeat the scam.

Just look at his posting history. Sitting in HAF 24/7, using aged newbie accounts to create fake BH Ads threads, then replies few minutes later to claim the #1 spot to funnel the traffic to his Telegram sig.
