Google reduced the biling thershold ?

It started in early September: at first we noticed it only on a few accounts out of hundreds. After New Year, it escalated sharply - almost 90% of our accounts began showing the same step-based spending limits: 10, 50, 100, 200, 350, 500, and so on. At the same time, if the account farming is strong, Google sometimes allows spending above the limit by around 30%. For example, with a 200 limit the account may spend about 300. This happens on roughly 70% of our accounts.
