It is hard to rank with internal linking alone. There are many other factors involved which determine the overall ranking for blog. You also need a lot of good backlinks for example otherwise you will not tank even with internal linking.
 
How do you plan your clusters? Do you start interlinking after publishing content or plan them at keyword research stage?
