yes! But that's because if you move to worse hosting your site's speed might become bad, and google hates slow sites and they might penalize them.
If you do change to a better hosting, though (and assuming that you're not screwing up your site's structure in the process) your rankings might actually improve since google can also reward fast sites with better rankings too, just like they're punishing slow ones with lesser / no rankings
Low budget meaning?? $5 per month, $100 per month, $20 per year, $10k per year? What type of low budget are we talking about?
Regardless, you can still find cheap hosting within your budget if you search well enough
you can start with hosters like HostKoala, they have a $5 per year plan which is great for newbies. But it only works with only 1 domain (site), so if you know you're going to have multiple sites from the get-go it's best to just buy a normal hosting account for whatever it costs (usually $5-10 per month)...
Personally, I am using Limitlesshost.com, I got lucky a month ago and found one of their promos for $24 per year for their Limitless plan, which for me is more than enough for now.
But honestly, when you're just starting out it doesn't matter which host you chose (well, as long as you don't purposely - or unknowingly - go for the absolute worst option on the market), as most of them tend to be OK in your first year. Oh, except for GoDaddy. Whatever you do, NEVER buy stuff from godaddy, they are actively looking for ways to screw you over (they either inflate your bill behind your back before you purchase, or they steal your sites, or inflate the prices of the domains you wish to buy if you happen to find a good domain, or they make it hard for you to transfer your sites out of them, or they double or triple your renewal costs, etc...). This is probably the scummiest hosting company that I've heard of, and have had the displeasure of working with, so don't use them if you value your sanity
But otherwise, you can start with any of the popular options. Many of these can still be scumbaggy in some way, but this usually happens in your 2nd year and beyond, in your 1st year with any hosting there are usually no issues.
Popular hosters that I can think of are Hostinger, SiteGround, Bluehost, A1Hosting, Namecheap (although, I've heard that Namecheap have gone bad too, so you shouldn't probably use them), etc... Just do a google search for top 10 hosters 2025 and you will find dozens of lists, all of which are listing the same hosters over and over again, from one year to another...
Or, if you're not in a hurry, keep an eye on hosting deals as in a month or so Black Friday will come and you might be able to find great offers. For example, several years ago I found a BF deal for hosting that gave me hosting for $16 for 3 years, when normally I would have paid $24 for 1 year. So, instead of paying $24 per year (or, $72 for 3 years) I managed to grab the 3-year plan for only $16, which had been great for me at that time.
Unfortunately, I don't remember which hosting it was as I've changed hosting companies like 20-30 times in the last decade, so I don't remember which one it was. But the point is that - with a bit of searching and monitoring - you can find great deals, especially in the coming month with the Black Friday and Cyber Monday offers.
It might also be worth checking our forum regularly, as many times the sellers in here are offering their services at very affordable prices, I have purchased good hosting from here a few years ago (I've dropped that hosting in the meantime for personal reasons, but the service itself had been good, I can tell you this). So, have a look at this forum and keep an eye on it in the coming weeks for great discounts... or even contact the sellers and ask them whether they can make you an irresistible offer, you never know what goodies you might find

Bluehost or SiteGround are budget-friendly and reliable for beginners. Moving hosting might cause a short ranking dip, but with proper 301 redirects and careful planning, it won’t harm your SEO long-term. Focus on good content!

Use any well known shared hosting if you're just starting out. Don't need high end plans or dedicated hosting/cloud initially.

For a new blog on a low budget, Namecheap, Hostinger, or IONOS are great affordable options reliable, fast enough, and beginner-friendly.
Moving your site to a new host won’t hurt your SEO if done properly just avoid downtime, keep the same domain/URLs, and make sure the new host isn’t slower.
Start cheap, use a CDN and caching if you can, and you’ll be totally fine!

1. I've tried and using racknerd vps, the-online.com shared cpanel hosting, and reliablesite dedicated servers. all good in terms of performance, stability and support.
2. moving site from slow old web hosting to faster NVMe based hosting does improve rankings. My sites are ranking on page 1 on google now after I ditched hostinger, ionos, bluehost, and godaddy! they are too slow with old server hardware. Opt for those who offer either AMD Ryzen vps or Intel latest Gold servers. Use mid-size hosting providers rather than big companies as they can even create custom plan.
