Will this format be okay for YouTube shorts?

I want to start YouTube Shorts. However, I struggle with editing the videos. What I don't mind doing is posting my face and making jokes in a format like TikTok or Instagram Reels.

I barely see such videos on Youtube Shorts, though. My recommendation show me refined edits from movies or long videos.
Another question. I have an old account that has some videos (not touched since 2015). Do i have to upload on this account or create a new one? And do you have to upload Shorts from the phone or from a computer?

Youtube shots has more info content then tiktok or instagram. Try to focus on that. Showing face is major plus.
shorts have recently removed 60 sec limit, that means you can upload longer content.
Comedy content perform poorly on youtube when it comes to monetization.
Aged youtube account have advantages then a fresh one due to more trust. You will be able get extra features like clickable links faster then new account. You can use phone and pc doesn't matter much.

You can upload your shorts from your phone or computer. It doesn't matter.
The 2015 account is aged, and that's a good thing. You don't have to create a new account.
 
You can definitely upload Shorts from both phone and PC, no problem there. As for the old account, I’d recommend using it since it already has some history it can actually help with trust and reach.

Simple shorts work fine you can use your old account and upload from any device
 
If you want to do Shorts with your face and jokes, it can work — YouTube just recommends what gets high watch time, so your style might fill a gap; you can safely use your old 2015 account (aged accounts usually perform better than new ones), and you can upload Shorts either from phone or computer — just make sure the video is vertical and under 60s.

Keep it simple authentic, funny face videos work great on Shorts without heavy editing. Use your old account; fresh content can reactivate it. Uploading from your phone is easiest, but desktop works if the format fits. Consistency and personality matter more than fancy edits.

There are a lot of videos. May be youtube just doesnt recommend you.

If you’re comfortable on camera and joking, stick to that authenticity wins on Shorts. Editing doesn’t have to be fancy; simple cuts work. Use your old account if it has any engagement; otherwise, fresh start is fine. Shorts upload is easiest from mobile, but desktop works too. Focus on consistency over polish.
