Student promo offer is only available for a few countries, so you need to change your ip to those countries otherwise Google does not let you proceed; that's why we need to use a VPN to do that. I know about the US, UK and AU but it probably includes CA and some European countries as well. A simple VPN provides you with ip address from all these countries and the easiest one is using a US ip.

What I ended up doing was using a pre-setup Veo3 account that already comes with 1-month access and 1,000 credits. No need to go through their payment system at all.

Yeah you’re right — Google doesn’t sell accounts ready-made. But some resellers just use their own working cards to activate Veo3, then resell accounts cheaper.
It’s real, I’ve used one myself.It’s not something Google promotes — it’s just a workaround for people who want to test tools without paying the full $250/month.
