I can cause problems. Instagram may link your account by phone, IP or device. It's better to change phone, clear app data or use a different IP when making a new one. Go slow and don't post too much at once.
 
probably your account got banned for the ad content, so your other account should be fine for now. but to be safe, it’s better to separate them. instagram can flag accounts linked by the same device or ip. using an antidetect like hidemyacc, multilogin or whatever you prefer plus good proxies helps each account look like it’s on its own phone. safer that way if one goes down.
 
definitely it will. there are many ways meta can track multiple accounts — your credit card, device id, ip, fingerprints, etc. using another device and network, and a different credit card issued by someone else is the best solution for it. good luck.
 
If the IPs of the account are liked, I believe so. However if an account blocks your account from viewing their story or restricts you, you would be able to bypass it on an another account on the same IP.
