Sure, using an unused business manager is more reliable, but the older the business manager is higher the stability will be for API, If you create a BM with new Facebook account it will not be able to sustain API for more than a week will end up getting banned

I also read somewhere the new guideline of META requires the BM to be at least 30 days old to host WhatsApp API but not sure about it yet
