Facebook Ad Cloaking: A Complete Guide
With over 3 billion users, Facebook remains the world’s leading traffic source. E-commerce affiliates and advertisers are well aware of how powerful Facebook can be for promoting offers. But as the number of advertisers has grown, the platform has tightened its advertising rules — a common evolution for networks that become too big and are forced to comply with stricter regulations to avoid legal repercussions.
Facebook’s advertising rules are very strict. Bold claims are prohibited, and entire verticals are banned. Among them: iGaming, dating, crypto, finance, tobacco, adult, microloans, and nutra. Despite these restrictions, many advertisers still find Facebook’s audience too attractive to ignore.
To promote offers in banned categories, cloaking remains one of the most effective tools.
What is cloaking?
By definition, cloaking is the process of disguising or hiding something.
As Facebook explains in an official statement:
"Cloaking is a malicious technique that subverts our moderation system by hiding the real identity of the site that an ad leads to. When cloaking, a moderator might see an innocent site, such as one selling a sweater, while the user is taken to a page with prohibited or misleading content."
In online marketing, cloaking is usually implemented in two ways:
Link shortening
This is a more common and relatively white hat method. Marketers "decorate" long, ugly URLs to make them more attractive and protect affiliate links from theft. The method is considered acceptable and is used even in legitimate businesses.
URL masking
This is an advanced and most common method in gray and black hat arbitrage. It involves showing a "white" page to the moderator, while real users are redirected to a "black" page with an offer that violates the policy.
How does cloaking work?
Scripts are launched on the server that analyze each visitor. When someone clicks on an ad, the system determines whether it is a user or a Facebook moderator.
If it is a moderator, a "white page" is shown.
If it is a regular user, they are redirected to a landing page with an offer.
Cloaking systems determine the type of visitor using two key methods:
User-Agent analysis
The browser string is checked. But it is easy to fake, unlike IP.
Facebook now uses AI to detect cloaking, but cloaking services are also developing - especially thanks to ready-made tools with IP and agent databases.
Three types of cloaking
1. Preparing Facebook assets
Buy or grow profiles, BMs and pages. Even purchased ones need to be “warmed up”.
2. Profile warm-up (Day 1–7)
If this is a new account, act like a regular user: post, add friends, post photos, etc. Use a proxy from the same country where the account was registered.
3. Page creation (Day 7–14)
Create or buy a local business page. Post 5–7 times, invite friends. Monitor the page quality.
4. Advertising warm-up (Day 14–18)
First campaign – Page likes (10–30 per day, minimum 2 days)
Second campaign – Engagement (desktop only, no links)
Bonus: use a map with a ZIP code that matches the proxy IP – this increases trust.
5. Cloaking infrastructure installation (Day 18–19)
Create a whitepage and install a cloaking script.
6. Testing creative as a post (Day 19–20)
Publish a post without a link and see if it passes moderation. If yes, upload it to Ads Manager.
7. Launching an offer (Day 20+)
Launch a Website Clicks campaign with a black link, creatives, and copyright.
Scheme:
Send the first 30–40 users to the whitepage
After warming up, turn on filtering and send real users to the offer page
How does Facebook fight cloaking?
Facebook uses AI, user reviews, and IP databases. On April 20, 2020, it sued LeadCloak for helping to bypass the policy. This is a constant arms race — cloaking tools are evolving no worse than moderation mechanisms.
Frequently asked questions
Is it worth using cloaking?
This is a risky but profitable strategy. Suitable for prohibited verticals, but accounts can be banned at any time. Use only if you have backups and infrastructure.
Do you need tech skills?
No. Modern tools have simplified the process - everything is done through the interface and instructions. Basic marketing knowledge is enough.
Are there any other advantages to cloaking?
Yes:

Three types of cloaking
- White Hat
Used to segment traffic by devices, geo and interests. Doesn't fool moderators. Often used to block bots or unwanted countries.
- Gray Hat
Violates the rules, but is not illegal. For example, showing Google keyword pages, but plain text to the user. May result in sanctions.
- Black Hat
The most aggressive. Deceives Facebook - the moderator is shown a clean page, and the user - prohibited content (crypto, nutra, gambling, etc.). Also used is “white washing” - first the ad is loaded as clean, and then the content is changed.
